Active contributors are the people who opened or pushed to a pull request, or started a pipeline run, in a calendar month. Free includes 5 and keeps working past that, with a prompt to upgrade; paid plans have no limit and bill for the count. Members, viewers and approvers are unlimited on every plan. Who counts and how it is billed: Billing, limits and retention. Pipelines counts distinct workflow names that ran this month, across all providers. Pull request gate evaluations per hour counts automatic and manual evaluations across your organization's pull requests together, reset on the hour (UTC); an evaluation over the limit is tried again a little later. Automatic evaluations per head commit is a fixed cap, not per organization: after 50 automatic evaluations of one commit, only a person's action (Re-run, Re-evaluate, an approval or an override) evaluates it again.
